Subject: Contracting Government Work Restricted
Several restrictions on contracting-out policy are contained in the DoD authorization measures and in appropriations measures advancing in Congress. The House-passed DoD bill would place a three-year moratorium on future Circular A-76 contracting out studies at DoD, suspend all studies currently in progress until the administration conducts a review, and require that any future A-76 study be finished within 18 months. The Senate version would impose a moratorium there until DoD complies with an existing law to develop an inventory of activities conducted by contractors and identify functions that should be subject to competition. The pending Senate version of the general government appropriations bill (S-1432) meanwhile would continue for another year the current moratorium on starting new studies government-wide and require greater reporting by agencies on their contracting activities, while the House-passed version (HR-3170) would additionally require agencies to assess whether work currently under contract should be brought in-house.
